An interesting development in the ongoing infrastructure sharing debate came in the form of a recent presentation by the Philippines’ Department of Information and Communications Technology (DICT) of a new policy on infrastructure sharing.

The review was said to be a step, identified by government, towards the provision of faster and more affordable telecoms services in the country.

The common tower and pole sharing policy has, it seems, been requested and encouraged by government, but the input and support of operators and tower companies is also going to play a part in developing an appropriate policy.

With this no doubt in mind, the new policy outline was presented to a group of potential stakeholders, including operators, tower companies and other private groups, and a public consultation on the draft rules was opened. The deadline for submitting comments on the infrastructure sharing plan is 5 October.

While the infrastructure sharing concept is likely to gain traction, especially in a dense HetNet-based 5G future, it is going to require a lot of effort and input from a number of normally competing players.

It will be interesting therefore to see how the Philippines initiative pans out and, indeed, if the topic gains an airing next week in another part of the developing world.

At the TowerXchange Meetup Africa event in Johannesburg next week, African telecommunications infrastructure – and probably infrastructure sharing – will be on the agenda. Expect to hear a lot more about infrastructure sharing as the requirements of future communications networks put further pressure on service providers’ margins.
